Council documents show a new Town Hall in Falkirk is on track - despite rising costs.
The hub, which will be based at the old Callendar Square shopping centre, has a projected budget of nearly £70 million.
Council officials say the proposals will provide economic benefits and revive the high street.
Officials also say it will attract 300,000 visitors a year to the town.
The building will include a central library, and a 550 seat "regional" theatre.
More than 5,000 people signed a petition, urging the Council to keep the old venue open.
The £16.6m funding gap will be addressed by councillors at the March 2025 budget meeting.
